[Bug]: I can't type Vietnamese text #428

Expected behavior

I use Unikey and VS code in administrator mode. Particularly, I want to type "Việt Nam" text in the VS code editor.

Actual behavior

When the restructuredText extension is enabled, the text "Việt Nam" is transformed into "Viêệ Nam" which is incorect.
I actually type "Vieetj Nam" characters.

Detailed steps

I currently have no solution to this problem.
