Send "support the extension" notification

Something like: "Are you liking the ShellCheck extension? Show your support" and a button to give a star in GitHub.

I'm opening this issue to check with users what they think about it. Personally, I find this really annoying when using dev containers/codespaces/gitpod, so I hope we can add a filter for such "ephemeral" environments.
