In 1.8.16, due to upgrading vscode-languageclient v9, the extension cannot run on VSCode versions lower than 1.82.0. We revert to v8 in 1.8.17 to re-release 1.8.16 changes for users of lower versions.
This PR will re-upgrade the dependencies, and we will release 1.8.18 separately for the VSCode 1.82.0 upgrade.
