Update specs that reference discontinued RFCs #1096

Webref still contains headings for the discontinued RFCs identified in w3c/browser-specs#327 (comment) but that's only because we're explicitly telling Reffy to crawl them (see #1095). This should only be done temporarily while we refresh specs that still link to them. Here is a list of references that need to be updated:

Additionally, the following specifications reference discontinued RFCs without targetting any specific fragment in them. It would be good to update them as well, although that is not required per se to stop crawling the discontinued RFCs:

As reported in #1096, no known Bikeshed/ReSpec spec references sections in
RFC7538 and RFC7540, so we can stop crawling these specs right away.
