功能描述

每行当没有文字的时候都可以显示 placeholder 应该怎么实现？

提炼几个功能点

不同标签显示的 placeholder 可以不一样
placeholder 只有光标聚焦的时候才展示
如果整个文档都没有文字，没有聚焦也展示 placeholder
