Always showing as BingProdUnAuthenticatedUsers even with cookie & authToken

I've been tinkering around this forever. Used multiple cookies / auth tokens (_U) and those work well on my normal accounts or other APIs. But seems always result in a conversation signature that says 'BingProdUnAuthenticatedUsers' and have that 5 round limit in this case.

Is that an issue we start to see now or a bug?
