If all precipitation amounts are zero for 24 hours, should we make one row with "0"? #1190

Following along with our 'every word and every minute matters' theme, should we reduce the space that the precipitation table takes up if all values are zero? We could combine the 4 rows and make it just one row of "No measurable precipitation expected". Or would be it be confusing to folks if sometimes there are 4 rows of precipitation and then sometimes just one row?

I'll move this to Next/Later so we can observe if this is an issue before fixing it.
