Inbound SASL PLAIN for relay (irc) clients

As it turns out, people use the IRCCloud webapp as a client to attach to WeeChat relay; unfortunately the ability to use PASS is a paid feature in IRCCloud.

The ability to use SASL, however, is included in the client's free plan, so it might make sense for relay to accept SASL PLAIN as an alternative to PASS.
