Consider new ESLint rules

From ESlint 6.4:

• no-import-assign: sensible rule for ES6 environments. Already made recommended in 7.0a.
• prefer-regex-literals: could catch escaping errors
• default-param-last: ES6

• grouped-accessor-pairs: possibly sensible rule for ES6
• no-constructor-return: sensible ES6 rule
• no-dupe-else-if Already made recommended in 7.0a.
• prefer-exponentiation-operator: possible in ES2016, although makes code inconsistent with lower versions that have to use Math.pow

There are no new rules in 6.8. The next release will be 7.0.

• default-case-last: sensible
• no-useless-backreference: sensible
• no-restricted-exports: ES6, allows you to specify names to restrict, but can't think of any that would apply to all projects yet

The following rules have been made default in 7.0a (so far)

• no-setter-return
