Brief description of your issue

Latest canary build fails to load plugins when run system informer is being run from a folder mounted vhdx file like the MSFT dev drive.

Steps to reproduce (optional)

create a VHDX file mount it to a folder, important, do not give it a drive letter, copy latest systeminformer build to that volume starts system informer, and see the error message

Expected behavior (optional)

system informer should work properly also when run from volumes which are mounted to a folder and don't have a drive letter assigned

Actual behavior (optional)

PhResolveDevicePrefix fails in PhLoadPlugin and the plugins are not loaded

Change EnablePluginsNative to 1

Is there a reason why this is not the default or at least an automatic fallback?
