jms.properties file not read in Windows

Description:
Adding the jms.properties file in the <EI_HOME>/conf directory does not increase thread count. As a workaround, system parameters were added to the wrapper.conf file to increase thread count.

Steps to reproduce:
Add a jms properties file in the <EI_HOME>/conf directory. Run a load test with the required concurrency. Capture a thread dump and see the JMS thread count.
