Accessibility: notices are not reported #590

Describe the bug
When running accessibility tests, there are 0 notices reported, but when using http://squizlabs.github.io/HTML_CodeSniffer/ notices are present

Version used: 3.3.1.SNAPSHOT

To Reproduce
Steps to reproduce the behavior:

Go to some test with accessibility checks
Check how many notices are reported
Compere with test from http://squizlabs.github.io/HTML_CodeSniffer/

Expected behavior
The same number of notices is in AET report and in HTML_CodeSniffer
