It isi due to AEM version detection fallback

AEM version reading order:

  1. running instance
  2. aem jar in extracted dir
  3. aem jar used in extraction (being downloaded / initial / quickstart jar)

due 3. this side effect prevents showing quickly instance status. instead long-running process - aem downloading is happening. maybe 3. should not happen in that case.
