Move the alignment buttons in top toolbar to a dropdown

The toolbar looks too cluttered.
All of the view/alignment buttons for the request/response panels could be moved to a dropdown menu.

Lets say this depends on #8375.

In the new dropdown we should ensure they have tooltips and whatever might be necessary from an accessibility/assistive tech perspective.
