Azure Functions NodeJs Worker 1.0.0-beta3

Changes include:

• Node v10 support (note: node v8 will be deprecated when it is no longer Active LTS)
• Debug tips with changing node version locally

Also, adding worker.config.json for use in https://github.com/Azure/azure-functions-host
