This change cherry-picks some changes made in this branch which adds
azure-storage-extensionsas a dev_requirement toazure-storage-blob. This was the first instance of adding an extension package as a dev_req of an SDK package and so some issues in ci surfaced. Cherry-picking these changes tomainas the feature branch won't be merged for quite some time.Changes can be seen working in latest ci run on that branch here.
