Set default value of $conf->db->dolibarr_main_db_encryption to 0 instead of empty string when dolibarr_main_db_encryption is undefined.
Otherwise, in "force_utf8_on_tables" action on install/repair.php, llx_const table was not converted even if $conf->db->dolibarr_main_db_encryption is not defined.
