Similar to #15099, we don't really have enough information to calculate the CLS impact of unsized images.
I imagine unsized images are responsible for much more CLS in the wild than non-composited animations, but I don't see us being able to do anything about it in the near future. 0 CLS impact should work fine.
We gave
unsized-imagesa higher guidance ranking thannon-composited-animations, so our sorting algorithm can always placeunsized-imageshigher even though their impact scores are always the same.
