This PR is docs only. There should be no difference in the TOC-structure
Some tiddlers tagged "Concept" got new tags with their "matching" reference tiddler eg: "Message" got a new tag "Core Messages". So we do have a nice separation between Reference and Concept now. Without loosing the links in the TOC.
This PR is in preparation for the new "dumpvariables" procedure. see PR: Dumpvariables rewrite new syntax plus search #7992 which will allow us to get a nice reference list for "Core Functions", "Core Procedures" and "Core Variables"
