Improve JavadocParser and fix case-sensitivity

* Get rid of safeEnumValueOf that was an unnecessary public API burden and constantly allocating
* Restructure JavadocParser.parseDocTag so it has one lever of nesting less
* Make tag parsing case-sensitive

Fixes #2907
