This SW can be used as customized on screen keyboard: Copy Input.exe and KeyWords_...txt files to a local folder on your PC and double-click Input.exe to start. Source is for Visual Studio 2019. Input.exe works with Windows 7 and Windows 10.
You can create your own KeyWords_New.txt file with customized "keys". The folllowing screen shots show "Input" keyboards with different layout.
