Add status changing functionality to the Submission View page

When viewing a submission that's initially submitted, status changing functionality is not present on the Submission View page. This means a user managing this submission will have to know to go elsewhere, likely the Submission Details page, in order to change the submission's status and accept it for review.

Add status changing functionality to the Submission View page.
