Remove support for Python 3.7 due to end-of-life #1034

Python 3.7 was end-of-life as of 6-27-2023. As such, there is no need for Bandit to continue to support it.

Python 3.7 support has been removed in
PyCQA#1034, so the `importlib-metadata`
fallback, is no longer required, as it was only need for Python < 3.8.
