[Hotfix]: 4/5/2021 Bump rails to remove Mimemagic dependency.

Rails 5.2.5 removes the mimemagic dependency, which has been yanked from the gem repository for licensing reasons.

See the rails release and these issues new mimemagic version released under MIT, dependency on mimemagic no longer valid for more info
