Change event handling from manual event creation using document.createEvent to CustomEvent instances for better consistency and type safety. Define interfaces for CustomEvent types such as CustomScaleChangeEvent, CustomUpdateViewAreaUIEvent, and CustomPageChangingEvent to ensure typed event structures.
