What:
Resolves partly all-contributors/app#132 (for the commit but not for the PR side).
Why:
It will enable project owners to set the CLI (and the bot in conjunction) in a way that it will commit using a specific commit convention (be it Angular, Atom, Ember, ESLint, JSHint) or none.
