marketing-titles.txt and chromeos release are no longer used and should be removed

it turns out that all of the i18n localization items that either feed values in to marketing-titles.txt
or take values out of it (the chromeos release script) are obsolete, as we no longer do any releases
to the chromeos web store and chromebooks are expected to use the regular APK from the Play store
in the modern era

All of these items should be removed
