SUMMARY

Upgrade pylint to version 2.9.3 in ansible-test.

The latest version is 2.9.6. However, versions after 2.9.3 currently traceback while running tests.

SUMMARY


pylint is upgraded to version 2.9.3 in ansible-test. (ref: ansible/ansible#75480)
This PR adds the issues to ignore.txt. and fixes "condition-evals-to-constant" issue.
