It appears as if the cherry-pick of #15670 into release-2.9 only picked the unit test, but not the changes in state.go.

A simpler fix - don't add a managed namespace to the targetObjs list if
a namespace already exists in the application source.

@blakepettersson the commit is present in the 2.9 branch 45d5de7. This would be a part of 2.9.1. Not sure how partial changes went in 🤔 .
The PR LGTM!
