chore: Remove V2 from Changelog

Consolidating the version 2 changelog updates to address a conflict with
a previously publish 2.0.0 version of @artsy/fresnel from over a year
ago.

The 2.0.0 version appears to have been mistakenly release while `auto`
was being configured and until todays major vresion bump had gone
unnoticed.

The correct version is now 3.x.x
