This changes the human readable reporter to always be verbose. This is a stop-gap to remove the buggier code path, and to be able to fix any bugs in the remaining code path, while we hold out for the reporter to be rewritten from scratch.

See #2501 for a list of known issues. This PR means the issues that do not apply to verbose mode are no longer relevant.
