In this PR we allow the addInitializer in the decorator context of class fields for the version 2023-05 transform. Previously they were not allowed because the proposal README is out of sync with the actual spec text. Behaviour of the legacy transform versions are not changed.

New ordering tests are also added, credits to @evanw who drafted the original tests.
