@Wyverald @iancha1992 I think that we may need to revert this cherry-pick. It causes non-deterministic action conflicts and the fix can't be cherry-picked because the files it touches have been rewritten completely since Bazel 6. |

hmm. Do we foresee any future 6.x commits to rely on this one? We could alternatively backport the "rewrites" to 6.x, if at all possible. |
