Before this,
yarn tsc
did not type-check the tests since they were not included in tsconfig because we did not want them to get published. This could be confusing since you could later find out there were type issues in the tests (which could cause the tests to get stuck).Now, we type-check tests by default, but we have to use a separate tsconfig for publishing to ensure we don't publish compiled test files.
