feat(dev-support): gulp watch commands; dev mode variable; dev mode supporting code

• add 2 npm command to support gulp watch: building while code changing.
• add gloabal variable to identify the watching development mode
• add an example to using the gloabal variable: add hint lable to element when developing
• all developing or debuging support code could be added to the debug_utils.js file
