ceph-dev: stop building centos8 packages/container on quincy/reef/squid/main

staging as a draft until qa suites stop depending on centos8-based container images

centos8 eol is causing all of the builds to fail now, so remove from all current releases

I'm confused by this. Why are we removing centos8 builds for quincy/reef? Those appear to build okay:

With this change, I imagine many upgrade suites will break. fs:upgrade in main cannot be scheduled and must be filtered out (that's not really your fault though, we've been slow to update it: ceph/ceph#56687 )
