ticks.padding option applies to both vertical and horizontal axes #4403

I know it's too late, but I would have called this option spacing since it's the space between ticks and the axe.

We can always rename it as long as we keep backwards compatibility

Since this option already exist, don't need to hold on merging that PR. I think we should try to make consistent the use of "padding" and reserve that concept for inner space that apply to all borders and that can accept TRBL values.
