LMS KAT must run before any LMS operations in FW

The LMS KAT must be re-run in FW due to portions of the algorithm logic being SW-based instead of HW based. (Other KATs do not need to be repeated because they are fully HW-based).

The LMS driver or just the API handler should track if the KAT has been run and if not, it should be run on demand.

This only applies to 1.1 since the LMS API was not available on 1.0.
