Health Test in Boot ROM code for TRNG

Does Boot ROM code run health test for the TRNG interface to verify the NIST compliance.

We are not targeting enablement of ESV based on the updated specs released by NIST. We have looked at our usages and there aren't any that require the ESV certification in 1.X programs.

The TRNG implementation in Caliptra is based on a 140-2 TRNG expectation.

That being said, we do have the health tests in the HW and they should run.
