Support deleting namespaced Workers in DeleteWorker

Description

Support a new DispatchNamespace option in DeleteWorker params just like we do for the other APIs (UploadWorker, UpdateWorkersScriptContent, etc.).

Has your change been tested?

TestDeleteNamespacedWorker test passes. Test script also passes:
