attempt at refactoring startupscripts and add cefs

Related to #798

AMI:

• Adds setup to setup-node.sh to install autofs and cefs

Startup:

• Moves some scripts to ./startup
• Splits up mount_opt code per environment

Todo:

• Test

Attempted some testing with make packer-local and stubbed out some things, but got the following error;

2022-09-10T00:04:03+02:00:     docker: System has not been booted with systemd as init system (PID 1). Can't operate.
2022-09-10T00:04:03+02:00:     docker: Failed to connect to bus: Host is down

packer-local is probably very broken.... I tried to make it work but it's a tricky one to do. Thanks for trying! It might be possible to do a packer remote build with a branch.

Meant to say; I should get to this soon....I was waiting to get positive confirmation that cefs is going to work for nightly builds...which I'm nearly there on in a branch! so, thanks for your patience mate!
