This needs to be coupled with newer abseil & grpc, at least until we close the previous migration. I'd prefer to wait though until we have a grpc version compatible with protobuf 5, see grpc/grpc#36142

This PR has been triggered in an effort to update the pin for libprotobuf. The current pinned version is 4.25.1, the latest available version is 5.26.0 and the max pin pattern is x.x.x. This migration will impact 61 feedstocks.
