I have tested this solution on CircleCI Windows runner that was previously failing with the stream end error. For example, see this build https://circleci.com/workflow-run/41ade6c1-21b1-4fb7-99f1-e2509a15a779 where the spawn.js change was applied using patch-package
I have patched Cypress CLI and ran on CircleCI Windows machine https://circleci.com/gh/cypress-io/cypress-test-tiny/4442 and did not see any duplicate log lines
