fix: enable cypress/no-async-before

• partially addresses issue cypress/no-async-before rule fails with "definition not found" #190

Issue

• The rule no-async-before provided by PR Feat: add linting rule for before/beforeEach just like the async test rule #151 is not found when attempting to use it:

  1:1  error  Definition for rule 'cypress/no-async-before' was not found  cypress/no-async-before

Change

Added no-async-before to index.js.
