Overview
This pull request proposes a DEP, as an approach to enhance and customize Dex's functionality by adding internal and external hooks, as discussed in the past in various issues and pull requests.
What this PR does / why we need it
This proposed DEP defines a mechanism for integrating custom logic into Dex, removing the need to include specialized code within the Dex codebase, and letting administrators customize their behavior. This DEP establishes a design foundation for a well-defined method to hook and customize Dex's behavior.
