chore(deps): upgrade development dependencies and node-fetch for vulnerability

Description

• update development dependencies to latest
• patch node-fetch to min v2.6.1 for reported vulnerability
• re-run linting and formatting
• fix windows build issues due to devDep upgrades
  • bump fs-extra and add resolution on fsevents. ref: AttributeError: 'MSVSProject' object has no attribute 'items' nodejs/node-gyp#2058
  • prettier config and gitattributes - ref New default EOL config causes format check to fail on Windows prettier/prettier#7825

Motivation and Context

• to patch reported vulnerabilities
• bring development and testing dependencies up to date
