Specifying the upper range as `<21.0.0` was causing an error when opening in gitpod. Using `<=20.x.x` resolves this.
Default to start our server in development mode with the `autoReload` enabled which watches the admin panel for changes so restarting the server is not necessary. Also provides write access to the Content-type Builder.
