Description

This PR:

  • Creates the 4.2.0 release note document
  • Removes functionality marked for removal in django CMS 4.2
  • Runs pyupgrade and django-upgrade to versions 3.10 and 4.2, respectively

After merging this RP, bug fixes need to be backported to the release/4.1.x branch.
