The handling of deprecation of term and change of sections (from operation to topic) in biotools and other edam user need to be discussed before making this change

There are 29 records using operation_3206 on Bio.tools, so we need to figure out what to do with them

• Does the automated update/obsoleting/replacement in Bio.tools need to be made more sophisticated?
• Do we (anyway) need to review those entries "manually"?

After talking with @hansioan and giving it some more thought, I'm growingly convinced that we should use consider for replacement concepts that are from another section of EDAM (like operation to topic in this case).
@LucieLamothe it'll also be awesome to include that in a corresponding validation test in the CI.
