New settings menu 'Appearance'

This PR adds a new entry in the settings: Appearance
As you can see on the screenshots settings for theme, font and message bubbles are moved to the new menu and the settings for the language is moved to "General".

Solves #7889

Motivation and context

In #7889 I explained why I wanted to change the settings.
